Looking for training tips

We got 2 Blue-heelers also known as Austrailian cattle dogs. i dont have the money to take a buy all the books on training books. I need some tips on house breaking them. We have tried to puppy pads one uses them and the otehr one doesnt. A few sites i have been able to look at say not to scold them,so what do i do then,We havent had a puppy in the house in 9 years so we are retraining ouselves too.Any help would be greatly appreciated.
